but where are they put down?

Theres’s frustration all round with the Council’s shambolic change over to a new bin contractor.
Failed collections, delayed collections and untidy collections are still happening right across St Kilda and beyond.
And it appears the Council has grown tired of responding to questions about their bin performance.
Below are the questions TWiSK lodged on Wednesday last week without getting a reply.
Q. How would Council describe this level of service? [As evidenced by the above photo]
Q. In Divercity, the Mayor says “There have been big improvements and Citywide is expecting to achieve significantly more collections this week.” How do you know the situation has improved and how do you reconcile this with evidence like the picture above?
Q. Please outline the penalties and remedies being negotiated with the contractor and / or the timeline for decision on such.
Q. Has the mayor discussed the matter [waste contract] with Lord Mayor Capp [given the CoM is owner of CityWide]?

Short stay report says it’s not a problem,
let alone a Council problem

An urgent report about Council’s role in regulating short-stay accommodation to reduce negative amenity has found that the complaints are minimal and the Police are best positioned to respond if problems arise.
In March/April, Council heard passionate calls from residents impacted by short-stay neighbours for intervention to address their concerns.
Community members submitted that ‘party rentals’ were antagonising neighbours with noisy, anti-social behaviour. They presented a petition requesting a range of steps to regulate short-stay accommodation.
Council says complaints are minimal
Central to the council report is the number of complaints received. The report notes that the adverse impacts of SSA on residents including late night noise and property damage can be significant. However, the numbers of complaints received by Council has been relatively small (153 complaints in seven years).
Doubt about how many local short stays exist
While media reports say that AirBnB may have over 2500 properties in Port Phillip, council officers found much lower numbers – shown in this map.
TWiSK found over 1000 AirBnB listings in St Kilda alone in a search in April and again in July.
Council found less than 250.
Council reluctant to deal with late night noise
The report concludes that:
“Complaints relating to noise, particularly late at night, cannot be adequately addressed by Council without significant additional costs in both resources and equipment.
“In addition, there may be significant safety risks associated with Council officers seeking to investigate and stop late night noise and other adverse behaviour associated with SSA tenants.
“Investigation of this behaviour should be undertaken by the Victorian Police who have the training, equipment, and legislative powers to stop this behaviour.”
