Feels Like Home Festival @ Space2b

The festival kicks off at 12pm with the launch of the vibrant street art gracing the laneway behind Space2b.
The St Kilda Primary School Band will join Zimbabwean drummers in a parade from Space2b along Chapel Street to the Uniting Church, St Kilda.
Culturally diverse performances as well as culinary offerings from Nepal, Lebanon, Afghanistan, India and Brazil will be on offer from 1pm to 3pm

Unexpected art clashes with the permit system

Art, politics and permits can be a diabolical minefield as artist Julie Shiels found as she navigated the frustrating and expensive world of Council permits.
Former St Kilda resident and prolific artist Julie Shiels used some of her lockdown hours to create political parodies using grandmaster paintings featuring quotes and headshots from national ‘leaders’.
The result was The Grandmasters: Six months is a long time in politics. 
“Addressing climate change, women’s issues and COVID, the digital collages draw on art history and combine historical and mythic imagery with verbatim quotes from our political leaders,’ she told TWiSK.
Temporary hoarding ideal for a temporary exhibit
Seeking a cheeky public place to exhibit the collected works, Julie got permission from friends to use temporary construction hoardings on their Ferrars Street property as an exhibition space.
All good so far, and the social media feedback was positive, with the unexpected art bringing joy to walkers during the recent lockdowns.
‘You made my day. I just stumbled on these work. Especially good at time when we can’t go to a gallery.’
‘So great. Came across them by accident last week. Back again today for a second browse. Bravo.’
Parodies get ripped off
But soon after installation, persons unknown, for reasons unknown, systematically ripped down all the posters.
This offended Julie and raised her hackles.
“I had permission from the owners to use the space,” she proclaimed.
Before reinstalling the art, Julie contacted Council to legitimise the exhibit by getting a permit – and then a whole new world of trouble began.
More hurdles than the Olympics
There were forms to be lodged, fees to be paid and more hurdles than at the Olympics.
But most frustrating was the contradictory advice given by the ‘next person’ at council.
One officer suggested an $1100 fee, another $200, others were not sure that a permit was required – it was a conga line of contradictions.
Frustrated, Julie even wrote a lengthy letter to the Mayor, in part saying “it would be a sad state of affairs if onerous requirements deprive communities of the surprise encounters that temporary artworks provide.”
Undaunted, Julie intends to proceed with more unexpected art.
