Ground Floor, 284 – 290 St Kilda Road
( between Argyle and Inkerman Streets )Small childcare centres: Going, going, gone?
Council voted on Wednesday to press on with consultations about the possible sale of three local childcare centres.
Under the fabulously euphemistic title of Portfolio Improvement: Childcare Centres, a report to council proposed to start community engagement to sell childcare centres at 17 Eildon Road, St Kilda, 46 Tennyson Street, Elwood, and 39 The Avenue, Balaclava.
These three community-run centres are small, operating in older buildings that don’t meet modern standards. State funding for better childcare centres is directed at creating larger centres, so the tiny three are unlikely to get support for refurbishment.
Council officers figured the sale price of the three smaller centres would go a long way to creating a bigger modern centre on an existing childcare site in Argyle Street.
But the heat and anger from the parents was sufficient to power a small nation. They felt ambushed and unconsulted and delivered a barrage of questions about the process.
Councillors and officers quickly stressed that it was the just beginning of a consultative process – ‘they really wanted to really engage with parents, and they really like childcare’. There was even talk of lobbying the State to change their funding rules (with elections looming, hint hint).
So round one of this saga went to the parents – but council is definitely looking for a portfolio improvement – whatever that means.

Next hot issue: Open Space
Balaclava residents are concerned that Council is poised to further entrench open space disadvantage into the next decade by adopting a plan which fails to deliver new open space to the heavily populated areas of East St Kilda and Balaclava.
BEST (Balaclava Environment Streets and Trees) has specifically sought finance for a landscaping proposal for the Green Line, an innovative proposal to use remnant railway land and underused road space to provide a walking trial linking our available areas of open space from Alma Park to Ripponlea Gardens: this has not been funded.
The Council is selling off carparking in the Carlisle Street area but has not committed to return the funds to meet the open space needs which the redevelopment of this area will entail. Undeveloped land currently for sale behind the Library has not been earmarked for purchase.
